Google will easily give you a site with words that have no vowels - e.g.

Archfiends methodical background exhumation cordinates(sic). There is something unique about all these words. Try Google again and you should find out what it is - it is not just the fact they are all 10-letter words! Once you have found that see if you can find another word on the cache page that has the same characteristics and that will enable you to decode.

Google should lead you to the poet with no great problems. Find the original name of the village and use that to decode the Vigenere cipher. Don't be surprised if the decode looks strange as it is not in English. Wikipedia will show you the numbers/language I used. I used the Vigesimal system.
