Solution
No hint, so looking at the cache page it says reflect on what you have achieved so far for the Westing. The title also says Look Up, and it is based on the cache page. We are looking for a decode of VG, NX. MY etc. All of that is meant to lead you to looking at the caches you have solved so far. If you look at the GC numbers for the various stages, you will find that Stages 2 to 13 all start GC23H and end with MT, MY, NG etc. Using that as the decode for West, we get
12+6.(6+3) 8 (4+5), which looks sensible.
For the Northing it says use your head very figuratively (unless really lazy). Writing this slightly differently we get use your Head Very Figuratively (Unless Really Lazy), or in other words HVF URL. The number of this cache is GC23HVF, so that means the URL of the cache page, which is

For Northing it says 41.37(5-2). You know that 41 needs to decode as 14 or 15 (based on the dummy coords) so look at the URL and starting after the guid, try taking the 4th and then the first (41) characters and that gives you a5, or in coord speak 15. Looks good. Keep going and you get 15.20(9-2).
